Purpose and Mission

This center of excellence seeks to overcome the traditional governance and regulatory frameworks that struggle to keep pace between policy, innovation and market alignment. The center's stated purpose is to create, assess, support and govern collaboratively various forms of emerging technologies currently and for the future.

The center operates to walk in the future of technology use in Africa by creating pathways and assessing their application in various parts of society, while strategically designing the future of emerging technology forms through clear foresighting and practical execution.

Strategic Pillars

The center's technology governance framework is built on seven foundational pillars: knowledge acquisition and management, consistent and futuristic learning, embedded analysis and governance, interoperable and co-created norms and standards, market development and community enablement, innovation and experimental research, and strategic regulation and stakeholder engagement.

Core Operations

The center develops and manages knowledge of new technology forms in relevant, productive and impactful frameworks, while analyzing changes and consistent practices in adoption and use of various technologies through strategic intelligence frameworks. It aligns operational standards across Africa through clear interoperability standards and common, comprehensive, and inclusive patterns.

The center contributes to a clear system of regulation and standardization that allows impact-oriented activities, develops innovative pathways and strategies in implementing various forms of technology, and conducts market assessment and analysis to enable integration of innovation into the broader market landscape.

Organizational Structure

The center operates through five specialized divisions: the Administrative Council, which provides governance oversight; Agile Responsive Innovation, focused on rapid technology adaptation; Interoperability and Governance, ensuring standards alignment; Regulatory Coordination, managing regulatory engagement; and Experimental Analysis and Acceleration, driving innovation research and deployment.

Technology Governance Focus Areas

The center prioritizes three key technology domains: Artificial Intelligence, where it develops ethical AI frameworks and governance models; Blockchain and Distributed Ledger Technology, establishing decentralized technology standards and regulation; and Quantum Computing, creating next-generation computing governance frameworks.
